my first time momma long horn cow is leaving her calf,and not takeing care of her,the calf has been left in the sun,had fire ants on her and has been panting a lot,the calf is 4 day's old,and I don't know that the calf is feeding enough,What shall I do?

Has the calf always panted?
Any coughing, wheezing, sneezing, or discharges from the eyes or nose?
Can you take a breathing rate for me (just count its breaths for 10 seconds + multiply by 6)?
Are its gums pink or pale/white?
Does she stand to feed it at all?
Does it have a sunken or caved looking belly? Or is it round and full?
Any scours?
