when you turn it on it flashes Toshiba tech and goes gray . I press f1 at the same time and windows boot manager came up. press f8 and it went gray again.

Please remove the battery, disconnected it from the power adapter, hold down the power button for 30 seconds and then placed the battery back in and the power adapter and try to power it on again.

No change I get lnsydeH20 setup utility when I hold down F2 after pushing the power button. So far that has got me nowhere also.

Take the battery out and put it back in. Then press shift, F8, and the power button at the same time

This can be due to faulty ram

Can you please check how many ram modules is installed?

Please remove the module and move it to another slot and test.

If there's 2 remove one at a time and test with only one installed.
