1. Download Hiren's CD from here.
2. Unzip the downloaded ZIP file into a single ISO file.
3. Follow the instructions here to burn the CD.
4. Boot the computer using the CD, you will see a screen as shown in the attached picture.

TAKE YOUR OWN RISKS!
You have to be technical when using these kind of tools.
As the page told you -must use it under WinPE/BartPE.
Because BartPE is no longer available, you have to ouse Microsoft WinPE. Once booted from a WinPE CD/DVD, extract the downloaded CAB file into a folder, then run PassdRemew.exe from there.

The download is just at the bottom of that you provided: Download Latest Binary.
As I mentioned above: you have to use Microsoft WinPE. Once booted from a WinPE CD/DVD, extract (right-click) the downloaded CAB file into a folder, then run PassdRenew.exe from there.
> we are not computer people and we know very little about computers.
BUT what you are doing is quite technical, it is to crack a password ***** system. :-)) As mentioned early, you have to be technical when using these kind of tools. TAKE YOUR OWN RISKS!
I would highly recommend you hire a local technician to help you. The help provided above is significant for a technician to finish the job. To be honest, for your case, the best help resource is not here, is someone who can talk you physically and see problems physically. Not us.
