Okay try this for me please. Remove the battery but leave the power supply plugged in and try to power it up.

Okay, try removing both the battery and power source then press and hold the power button for about one minute. Re-apply power and see if it starts.

Okay. With these symptoms, it usually means you have a bad power supply. I suggest you consider replacing it. You should be able to find exactly what you need on Amazon.

I check the out put with a meter it showed the right volts going by the power supply

That may be but it is most likely breaking down under load. That you won't see with a meter.

Then it could be the motherboard causing problems. Trying a different power supply is about the cheapest way to find out. If there is no change, then having the board replaced will probably be more than you will want to spend?

I'm not necessarily guessing. Since I'm not in the room with you diagnosing from a distance can be difficult. I have a service manual for your computer and that is the most likely problem. If the power supply doesn't fix it then the problem lies in the power circuit on the motherboard.

Checking the power supply with a meter and not under a load doesn't tell the whole story. This is not worth arguing over. If you don't feel like you received good service, then you can request a refund!
