You can also try this work around.

Right-click on "All Programs" button on the Start Menu and choose "Open" to get to the user-specific Start Menu folder. Choose "Open All Users" to get to the system-wide Start Menu folder.

Or %appdata%\Microsoft\Windows\Start Menu for user-specific folder and
C:\ProgramData\Microsoft\Windows\Start Menu for All Users.

Then just copy the shortcut icons as desired.

As an aside, I always install programs from the Standard user account, supplying the password/OK to the UAC prompt. Although of course you want an administrative user set up (and always run as Standard for your daily work), you almost never need to log into the administrative account.
