I really really want my money back. I was led to believe it was a $5 deposit but I checked paypal and I have already been charged $38. This is dishonest. Please tell me how to get my money back

Yes, you are supposed to run it on the problem computer.
The $5 is a deposit. You are charged the $38 when one of us pick up the question.

Typically, that error doesn't come up unless you are booted into windows.
Which version of Windows are you running?

Let's try this.
Please, follow the instructions below:
- Turn the computer off
- Turn the computer on
- Start pressing the F8 key on the top of the keyboard
- At the Boot menu, choose Last Known Good Configuration
- Hit the Enter key three times
- The computer will reboot and your problem will be gone.

The laptop does not boot up at all. No normal boot up at all. It goes to the error code screen after I power cycle

In that case, you will need to reinstall Windows. Do you have the Windows installation disc that came with the computer?
Another option is to restore from the system restore partition, if the computer has one. To do this, turn the computer off and on. Once you do this, it will erase everything on the laptop and restore it to how it was when you first purchased it. As soon as you turn it on, press and hold down the 0 key on the keyboard until you are given a menu about restoration. You can then choose to restore your data.

When you first turn it on, do you see any message regarding 'system restore'? It maybe one of the following keys: F12, F10, DEL, or another.
