What is the best choice for a living hedge/screen-wall between my back yard and my up hill neighbor? I live in Overland Park, Kansas and area is between fence and retaining wall (7'-8' of planting area). need to get above 7' in height and should be low
maintenance & easy to care for.

I would go with a row of arborvitae. They are columnar (narrow and upright in form), and are very easy to maintain. You could likely find them at a good nursery in 6ft heights ready to install for an instant screen/wall.
