Hello, I have two issues going on. I live in California # 1. I have been staying in my apartment complex since 2010. I apartment complex recently hired a new property manager about 3 months. In August I accidentally broke my kitchen window. I was given a receipt for the cost of the damage. In September 2018 I paid the balance for the window along with my rent. I received a voicemail from the property saying that she would not take partial rent payments. I called her and told her that I had given her the full rent amount. She said that I owed a balance of $18 and than she changed it to $25 for the window. I knew I paid the full amount for the window. I asked her to put it in writing that I owe this amount and than I would pay it and expect to receive a letter showing that I owe the apartment nothing. She agreed. About 2 weeks had past and I had not received the letter, instead I received a 3 day notice to pay rent or quit. On October 2018 I pay rent as usual and she sent the rent back to me with a note stating that if she that if I did not include the payment for the window by a certain date that she would charge me a late fee and give me a 3 days notice. That was dated October 5th. Normally I would just pay the balance of $25 and just move on, however this is the second time that I have recieved a letter stating that I owe a balance from this property manager. The first time was without explanation. I did not question but instead just paid it. The property manager did not mention the balance until about 3 weeks to a month later and when I told her I paid the full balance she asks me wheres my reciept knowing that I would not have held on to it for 3-4 weeks after paying the balance. Also, I have an asigned parking space, the other day my car was parkerd with the back into the parking stall instead of face forward into the parking stall. A large sticker that I cannot take off was placed on my window stating that if I did not park the other way my car would be told. I have been living here since 2010 and never have been told this. Not to mention their are other cars parked in the way that I have been warned not to. I wanted to know if this is legal? Thanks for your assistance. … read more

Jul 29: final walk-through, was told everything looked fine. Walk through was early because lease ended on a Sunday. July 31: lease endedOriginally paid a damage deposit of $350. From that $350, I expected to have about $70 deducted for utilities, $145 for carpet cleaning, and $100-140 for apartment cleaning. This would mean I owe the management company approximately $5.00. I was told (verbally) that I owe $180 but was not told what it was for. I asked for an itemized statement.August 2: called and asked (again) for the itemized bill August 22: some correspondence from the apartment complex arrived without postage and was returned to the post office. (I have no idea where it went from there.) I assumed it was the bill. August 23: called apartment complex manager and asked that it be resent–this tine with postage. September 3: called yet again asking for the bill.
