I have a tenant who claims he didn't receive Notice of Right to Inspection...and want whole depoit returned. I mailed the form (regular mail) and he never responded but we talked back and forth from the point he gave notice until we arranged walk-through on last day....he says he has rented his own properties in the past and his wife was property manager so they know their rights

CA, for NRI I always send regular mail because there is no specific requirement for delivery
