I have a tenant who states that there is carbon monoxide in

I have a tenant who states that there is carbon monoxide in his apartment. He sent a registered letter to us stating his concerns. After the alarms (two) have gone off he is threatening to sue us. We are in process of having the Gas company inspect for leaks and having the fire department check out the alarm. cCan he sues? Does he have enough to do so? Can we give him his 60 days notice after were are cleared of this accusation or will it be considered by the courts retaliation?
