My landlord is not making repairs to my apartment in a timely manner (I was warned he was a possible slumlord). If I make the repairs myself (for example lock on door) would I legally be able to take those things with me and the end of my lease (Buffalo NY area)?

You would have to look at your lease about your own fixtures. Usually there should be language about that. Typically you can remove anything that you added on your own. You can make the repairs and then withhold that amount from your rent.
