HelloThis is Samuel. Generally, no. Though a Landlord can put in in a lease and if the tenant signs it then it is an agreement. However, if something like that were placed in a lease and the Landlord never pointed it out - because it is not generally something in a lease - I suggest it could be argued in court if the tenant is brought to court for breach of the lease because of not helping to maintain the facade or cosmetic look of the building.
