Is it legal in Contra Costa county, CA to raise the tenants

Customer Question

Is it legal in Contra Costa county, CA to raise the tenants rent in less than 30 days by letter, even if the property is zoned "commercial". I received a mailed notice of 10% rental increase on June 3rd/2015 to be effective July 1, 2015. There was no date on the letter.
Is this legal and/or am I entitled to more than 30 days notice as per "dca.ca.gov, consumer affairs" website??

Not legal unless both sides agree in writing to reduce rent on shorter notice.
