Yes, clearly NOT having drinkable water is a clear violation of the warranty of habitability.
You can not only withhold the rent but recover rent that you have paid when you for all the time you have not have drinkable water.
So if you haven't had drinkable water for 3 months - you can recover the rent for the past 3 months.
