Hello and welcome to JustAnswer!

Fuse 17 in the power distribution center is a power feed for the transmission relay, 17 in the junction block is a power feed for the headlamp switch and park lamp relay. Are you positive it's fuse 17?

You're removing the fuse and shorting the terminals that engage it together?

Shorting terminals together at a fuse location that's blowing will either cause wiring or component damage and is a fire hazard, that should never be done.

What item does not work when the fuse is blown?

If a fuse blows then the components on it's circuit will not work. If you can't upload a picture showing the fuse location then I need to know what doesn't work when it blows. Fuse 17 in the PDC is only a feed to the transmission relay so I don't believe that location is correct.
