Hello and welcome to JustAnswer!

Most likely one or both latches have failed. It's very possible that they have corroded in place due to lack of use. With some high quality penetrating oil you may be able to get them to break loose but it may take an extended time.

If you remove the linkage at the pivot and move each link to the left and right latches by hand will either side release independently?
