Fuel pump relay coil not pulling in-only 11.6 volts across

Customer Question

fuel pump relay coil not pulling in-only 11.6 volts across it, seems ground/brown wire and/or ecm/pcm is issue. when i ground the brown wire to the chasis the relay pulls in. Would this possibly be a bad ground to the ecm/pcm or would it be more likely the ecm/pcm is bad? could you supply a schematic of the ecm/pcm ground?
JA: How many miles are on the car? Has the car been starting normally?
Customer: approx 80k, car started normally b4 issue. thought it was fuel pump but lowered tank and checked voltage at connector/no voltage until i manually activated relay.
JA: What is the model of your '11 Jeep?

Hello, my name is ***** ***** I will be assisting you today. It may be the PCM, but tell me when you do ground the relay and energize it, will the Jeep start?
