We have a 1998 jeep transmission code for governor pressure too high. Replaced solenoid and code still there. Any suggestions?

It's not always the part that's bad like in this case, there can be fluid return restrictions inside the valve body that increase pressures or metal debris in the system.

I'm not sure where to go from here. Money flow is limited at this point. Would tyranny have to be dropped and replaced ?

yes, it needs to be inspected to isolate the problem you're having. Unfortunately there's no way around that.
