Hello and welcome to JustAnswer!

The panic button being pressed wouldn't affect the engine's ability to start. Simply pressing the panic button again would turn it back off, but either way the engine will start.

There are many things that can prevent the engine from starting, especially depending on what it's actually doing. It will most likely take some electrical testing to determine exactly what is going on.

What happens when you attempt to start the engine now?
