Possible causes are the blower motor relay located in the engine compartment fuse box(see attached), short in dark blue/grey wire from the climate control unit to the resistor or the climate control unit itself.
Swap the relay with the ASD(auto shutdown relay) and see if the high speed works on the blower. If it does, replace the relay.
If no difference, then you need to unplug the connector for the resistor and the climate control unit and using an ohmmeter, check resistance between the ends of the blue/grey wire. If resistance is missing, there is a short in the wire and you need to trace it and repair. if resistance is present, then replace the climate control unit
