If the TPS was replaced with a known good part then the issue is going to be wiring or possibly the powertrain control module. The high idle is most likely due to the TPS issue.

A poor sensor ground, short to voltage on the reference or signal circuit, or high resistance on the signal circuit will set this code.

Was the voltage on the TPS signal wire, 5v reference and sensor ground tested at the TPS connector while the P0123 was actively setting?

I will ck the ground, but it is giving me a o2 sensor code. Po138 but doesn't tell me which one of rhe 2 i need, also the airbag light is on and this is the 2nd clock spring i have replaced.

P0138 is for the downstream sensor.

The first step in diagnosing the airbag light will be to use a scan tool to see what fault codes are setting in the airbag module.

As far s the 138 code would a bad o2 sensor give me a High idle?

No, the high idle will almost surely be because of the TPS signal issue.
