Dash lights not working on 1996 Cherokee Limited. Checked fuses, replaced dimmer switch and checked bulbs.

First thing we need to do is use a voltmeter to check voltage and ground. To do so, you'll need to remove, but don't disconnect, the instrument cluster. Turn the headlamps on. Then, testing at the cluster connector, place the Negative probe of a voltmeter on the Black wire and the Positive probe on the Orange/Black wire? How many volts is the meter reading?
