Just had new starter installed. I believe the wiring is back

Just had new starter installed. I believe the wiring is back from the ingtion switch so I installed a push button switch to bypass the wiring. I push the button and hear the starter spinning but the engine not moving I don't know what is the problem is. could the cluth be bad.

I would say bad starter out of the box It Happens. Or missing teeth on flywheel in which i would remove the starter and bench test and look at teeth of flywheel.

How does the flywheel look any missing or worn down teeth? Not sure what make or model you have but try to find a access to inspect the flywheel while rotating the engine over by hand.
