Let's do this: Have an assistant lightly press the brake pedal whil you spin the rear wheels. See if the application of the brake pedal causes the wheels to stop spinning about 1/2 of the length of the pedal stroke. If the rear wheels do not stop spinning, remove and replace the wheels cylinders. they are probably rusted and are not allowing brake fluid pressure to push the brake shoes outward.
