The problem you are describing is very likely a bad TIPM, try applying power to the fuse and see if the pump will run, if it does then you likely have a failed fuel pump relay and the relay is part of the Circuit Board inside the TIPM and not service separately which means the TIPM has likely failed. If you end up having to replace the TIPM, programming is required.
