I removed the intake and exuast manifold, cleaned it with emery cloth until it was spotless, re installed the manifold and torqued it to spec and in proper order and its still red lining when I start it? any ideas?

If your sure the intake/exhaust are seated flush against the head then check under the throttlebody on the side and see if they are connected. The issue is you have a large vacuum leak and the engine is sucking all the air it can and red-lining.
