1997 jeep grand Cherokee vic panel went black with a smell of maybe wires burning, did not effect anything else

The most likely cause would definitely be the EVIC itself, especially if no other items have stopped working. Internal failures weren't uncommon.
What will need to be done is remove the unit and test it's powers and grounds. If they're good but it doesn't power up then you know for sure the problem is internal. When it's removed you may also be able to determine that the burning smell came from it also, there may be visible heat damage and you may be able to smell that's where the burning smell had come from.
