2000 Jeep Grand Cherokee power windows on drivers side only don't work. Power door locks work.

yes, when the battery was reconnected.

So they were both working and for some reason the battery was disconnected then when it was connected back up they did not work?

From what your describing the driver's door module is acing up. May have lost its memory. You will need a scan tool to check and see if the module is working properly

where is the module located and is there a relay under the hood for power windows?

The module is in the front door and the panel needs removed. There is not a relay for this
