just put a crate engine in a jeep liberty 3.7 v6..what is the first time starting procedure

There really is no procedure. After everything is hooked up, just be sure all the fluids are clean and full and see if she fires up. Just be sure to double and triple check the oil level. MIght not be a bad idea to turn it over by hand to pump some oil around the motor before starting it up.

i was told i should prime the oil pump by turning it over with no spark plugs

Right... I would do this as a precaution before firing it up. The spark plugs do not have to be removed in order to do this.

Only if it is a brand new motor, you will need to prime the pump... thats it.
