My 1999 Jeep Grand Cherokee won''t start. Battery charge is full. When I turn the key on everything works except the engine won''t turn over. There was no warning or problem prior to this one. When the ignition is turned on you can hear a very soft then even that noise stops. Does this sound like the starter is out?

it sounds like either the starter is bad or you have a bad connection, to be sure you will need to check the voltage at the starter and if there is 12 volts on the large wire and 12 volts on the small wire when trying to start, you likely have a bad starter.

I got 11.9 volts and 9.3 volts on the starter....Does this sound like I need to replace the starter?

Where are you getting this 9.3 volts? and how? And where is the 11.9 volts?
