Trevor tell how you determined that the starter had no power.

I removed the starter, put a power probe on the signal wire, had someone turn the key, and the wire was receiving no power to it.

Battery is brand new, and so is starter. Battery is holding above 12 volts, and starts works when hit with power.

Ok thanks thats not the power source the power source is the main battery cable.  The wire you check is the signal from the switch.

What engine do you have?

If you jump the starter solenoid will the starter spin

When did you start having a issue

It’s the 4.4l na Jag engine, and if I jump the starter, it will spin. There’s two wires running to the starter, one has 12 volts, and then the other one does not

The vehicle sat for over a year behind my shop. It was broken into, in which they broke the ignition. I replaced the ignition with a known working one, and with the key to that ignition. And now it won’t start.

So basically you are not getting a signal from the ignition switch.  I will return

Ok you have a starter relay behind the battery and a plastic panel. You need to check the relay.

on my model, my relay isn’t behind the battery panel, it’s under the junction box. I have changed that relay out with a new one as well

You didn't change the key just the ignition switch rite

Can you check the relay wires to see if you have a signal from the switch. Also the small power wire on the starter and alternator should be a fusible link pull on them to see if they come apart.

You can run power to the relay to see if the wire going down to the starter is good it should engage the starter.

I changed both the key and ignition. The key I have now is from the new ignition switch

Ok that new key has a chip and must be programed to the car before it will work.

You can call a lot smith they can come our and program it.

It's like you are trying to start a can with the wrong

I pulled the key/ignition from a running driving Range Rover.. so if I swap it into the new vehicle, shouldn’t the key work?

No it will not has to be program to the computer system then it will work

Okay, i will have to call a locksmith out to mess with it then. Thank you! I will let you know once I have one come out
