The relay should have a diagram on it, showing what pins are which.
I see no need yet, just a digital volt-ohm meter for now.

If the engine does not start but the jumper wire has power. Then the concern is going to be a faulty starter or the starter has poor wiring connections.

If the starter is getting battery voltage on both wires when trying to start and it does nothing but soft clicks, then the starter is bad.
