This will happen when the voltage gets low. Remove the trunk side trim on the passenger side. Disconnect the two electrical connectors for about an hour. Then start the vehicle and pump the brakes. Hold your foot on the brake and pull up the parking brake switch to see if it will reset. Let me know.
