Ok it is possible he accidentally removed another fuse or another has blown. The cigar lighter fuse is in the top row so he should double check the fuses. Looking from underneath from left to right here are the amperage if the fuses. The first spot should be blank then he should see in this order 7.5, 5, 10, 15, 7.5, 5, 10.

the battery is good. checked all fuses they are good and the first line of fuses are correct. checked fuse box inside console and near engine.
Ok that blink code 15 is for an incorrect key code. It could be a problem with the key or the transponder which is the part around the ignition. I would make sure the inertia switch has not tripped. It is located in the passenger side lower kick panel. There should be a hole in the panel to put your finger through to push down on it to reset it. Let me know.
