Based on your description we may have a voltage problem but it is more likely a problem with the electronic throttler since no codes are stored. A Jag tool would be needed or the vehicle needs to be scanned with the failsafe warning on. I first recommend we check the connections on the throttle. Also disconnect the TPS connector on the passenger side of the throttle and see if the pins are silver. If so they should be replaced with gold pins but most times that throttle assembly will need to be replaced.
