Based on your description I suspect a sticking thermostat or faulty water pump. When the fans stay on the ECM is detecting the engine running slightly too hot. Also if any cooling system work was done on your vehicle let's make sure a 50/50 mix of the Jag coolant and water was used. We also should perform a pressure test and a cylinder head gasket test to cover all the bases. In the end this problem will most likely be resolved with a thermostat/water pump replacement.
