We may be dealing with a cold start flooding meaning the cylinders are fuel washed down or possibly a fuel pump problem. I would first recommend installing a fuel pressure gage to the rail to see what it is. There is a fuel rail test port that you can hook up to using a gage and a Ford style adapter.
