Look closely at the wiring connector to the bulb. The middle is the power and the outside is the ground. Your problem may be a poor contact with the ground on the new bulbs. In some cases we cut off the old connector and splice in new connector ends. One end goes to the back of the bulb and the other end goes to the terminal sticking out of the headlight housing.
