I want to bless purchasers of my first book in seven stages. I will need for purchasers to email their name and a copy of their purchase receipt. At given levels of sales, a check will be issued until sales reach 1,000,000, at which point, the final check will be issued to purchaser number 1,000,000. Is this legal?

hello. yes you can legally do that, there is nothing inherently illegal about such a program (although it would be very rare/unique). It is voluntary so if they do not want to send you their name etc. then they don't have to. however, from a practical standpoint this seems like a very burdensome effort, but that's up to you.
