Machine acts like it is in neutral will not raise or lower appears to be all the way down but the stabilizer bars on ea side underneath are not going up key sw in in the chassis position what am I not doing correctly or migh there be a problem

Look at the outriggers, if they do not go up, if they do not activate the switch, it will keep unit from working. No need to look anywhere else, until you get the outrigger switch working. Switches , one on each end, usually can be seen through the lower compartments. Your linkage on the outrigger may be jammed with board.
