Case 586E forklift. attempting to remove both small steering

Case 586E forklift. attempting to remove both small steering hydraulic cylinders. have removed each slotted nut at each cylinder end but unable to back out bolts holding each cylinder end in place. was told by dealer that I should be able to push bolts back out. am I missing a step somewhere or just need more force?
