Ran out of fuel an now will not start? Fuel filter clean? Is the fuel pump running when you turn the key on? Assuming it has is the electric pump/ Have you opened bleed screw past the pump. , and pump is pumping?

there is fuel out the outlet line to the fuel rail.

Electric fuel pump?

no... ..fuel is primed out the filter to the fuel rack...
there is one inlet line to the pump and the other outlet from the filter housing to the fuel rail.
the pump runs off the engine ...this is a 4024 TF270 B
