I have two jlg 1930s they go up and down but will not move . seams like we hear a click next to the front wheels and then the tilt flashes . batteries seam ok

No error codes in display? Are the pothole pads raising ? Both quit at same time? What is battery voltage? Seems like lift is the function that takes the most voltage to get platform moving. So I doubt it is voltage problem. Are the brakes releasing? Could someone have messed with the brake wiring, keeping brakes from releasing?
