What engine? Check the fuel shutoff solenoid , Most diesels have a shutoff solenoid with two circuits, three wires. The primary circuit is energized when key is in start position, and pulls the solenoid into the hold position. The secondary circuit, is the hold for the solenoid and is energized as soon as the switch is turned on and stays on till switch is turned off, to kill engine. If you have power to the solenoid when key is on, likely the solenoids secondary coil is bad and will not hold the solenoid open.

shutoff is a two wire set up one is hot when button is push

the solenoid has to have voltage to it, to keep engine running. If there is no voltage to the solenoid with the key on, look for relay, between key and solenoid. Follow wire colors back from the solenoid, looking for small square relay.
