my clark fork lift st30 when the forks go all the way up it will only come down. half way and stops. is there a air lork or is it low on hydrilic oil ?

More likely a roller on the mast is digging into the rail! The cylinder is single acting, and is powered only on the up. To lower, the control valve just dumps the oil!. Is this single stage mast or a triple stage? Try using a spray lube on the rails, and look for any metal shavings, on either side , that would indicate a bad roller.

it has a ram on both ends of cylinder = i have tried with the wd4o = no help = when it gets to the 2nd ram it hits a stop on mask & want go down any more

You say it hits a stop? See if the stop can be flipped over.
