You would still need to rebuild cylinder.
Since its not leaking down that just means the o-ring between top and bottom portion of inside cylinder is not leaking but I'm assuming its leaking out top seal during use.
There is more pressure on seals during operation then when just sitting.

Just a NOTE FYI: I worked at a Raymond dealer so we did a lot of cylinder rebuilds,,,after yrs of some guys having come backs from repeat failures we where then required to send out cylinders to get rebuilt by a radiator shop so they could pressure test before re installing.
It does take special seal tools on some cylinders and some rams need to be re chromed for a permanent fix.
Just something to keep in mind check ram very closely,, if you feel any edge on chrome it needs fixed or seal will leak again.
