In my 15-year experience, when I get an RFE on the I-864, typically USCIS is very specific about what it wants. Do not send in a 2020 return if it asks for a 2019 return. If USCIS wants 2019 because that's where it sees you coming up short, then submitting 2020 doesn't help.
Respond to the RFE with what it specifically asks for. If it says 2019, then submit 2019. If it says most recent and the most recent is 2020, then submit 2020.
