Is it possible for a US citizen to adopt an Ethiopian boy who is 21years old.

Lawyer's Assistant: What steps have been taken? Has any paperwork been filed with the U.S. government?

He is coming to US in September on a I20 form. to attend Augsburg college, he has a visa for that

No, the school helped and he applied for it in Ethiopia

The person adopting resides in Georgia, and it is the boys aunt. the mother is in full agreement

It depends on what you want the adoption to do. For one thing, I will not have good news, for the other, I will have good news. So what are you looking for the adoption to accomplish?

to obtain US citizenship. or if that is not possible to remain in the US and work. To be able to travel to Ethiopia and not worry about obtaining a visa. It is very difficult for Ethiopian citizens to obtain visas.

That's what I was afraid of. Had you said for inheritance purposes and such, I would have had good news. But for immigration purposes, he is too old. To be able to pass any immigration benefit, even to stay and work, the adoption would have had to have been completed before he turned 16. There is only one exception and that's if a sibling adopted him, then it would have had to have been completed before he turned 18. At 21, he is even too old for that. I am truly sorry. I wish I had better news for you. If he is currently in F-1 student status, he should continue that process, graduate, get Optional Practical Training (OPT), then an H-1B professional status, then a green card through employment.
