My US naturalized cousin returned to Italy where she had her

my US naturalized cousin returned to Italy where she had her daughter and registered her.
Her daughter completed an N600K
for her Italian born son by using
her mother's years in the US since
she had never lived in US, but
was granted citizenship through
her mother.
The problem is that although the
paper work was submitted this
month, before the boy's 18 birthday, he will turn 18 on july
7. Does he have to be
under 18 when he has to go
to his interview in the US which
will be several months from now,
Or does the Children protection
act of 2001 cover him, therby
overcoming this restriction.
If it doesn't, is there another
way to help him get citizenship?
I also read that sometimes the
interview is waived and the
issue of aging out before the
interview becomes moot.
