How to start a new case if USCIS denies my appeal?

I have applied for section 13 then i have received denial letter 6 months ago i applied the decision but still no decision has been made on the appeal , my question is  if the USCIS denies my appeal can I restart new case

To begin a new case you would have to have new evidence to support your application and overcome the reason for the denial in the first instance.
That is the purpose of the Appeal so if you loose at the Appeal you can then appeal to Federal Court but not file a new application.
